In accordance with the City’s Home Rule Charter, the City Secretary is appointed by and reports to the City Manager. The City Secretary serves in the following capacities:
The City Secretary’s Office is located with the City Manager’s Office. The City Secretary’s Office provides administrative support to the City Manager and Assistant City Manager and manages special projects as assigned.
The City Secretary posts notices of City Council meetings as required by the Texas Open Meetings Act, Chapter 551, Government Code; posts notices of city council meetings as required by the Texas OPen meetings are kept, requirements of the Texas Open Records Aprepares and preserves the actions and records of the City Council, including ordinances, resolutions, minutes, and contracts; publishes legal notices; maintains the official City seal; and attests official documents. The City Secretary provides administrative assistance and performs other duties as required by the Mayor and City Council.
The City Secretary ensures that the posting of notices of Board, Commission, and Committee meetings are in accordance with Chapter 551, Government Code and the City’s Home Rule Charter; ensures that minutes of City Boards and Commission meetings are kept; and oversees the appointment process for the City's Boards, Commissions, and Committees.

Elections Administrator The City Secretary serves as the Elections Administrator for all City of Pflugerville general and special elections.
Records Management Officer The City Secretary has custodial authority for all City records, directing their maintenance and disposition in accordance with Texas State Library requirements.
Agent of the Officer of Public Records The City Secretary is designated by the City’s Home Rule Charter as an agent of the Officer of Public Records in accordance with the requirements of the Texas Open Records Act, Chapter 552, Government Code, and serves as the City’s authority for releasing records in accordance with the procedures set forth in the Act.
The City Secretary is responsible for issuing city alcoholic beverage permits to businesses who sell alcoholic beverages within the City limits of Pflugerville.
Coin Operated Amusement Machines The City Secretary is responsible for issuing machine permits for coin Operated Amusement Machines being operated within the City limits of Pflugerville.
